Service Matrix
This page gives an overview of availability of selected services in Norwegian municipality web sites. The services part of this survey include both interactive services such as online kindergarten applications and purely informational services such as overview of primary school vacation. The matrix shows only whether the services are present online. The data does not give any information on service quality, correctness, interactivity nor whether the services can be found by real users.The Lost Sheep algorithm was recently used to collect some of the data presented in a report from the Norwegian Consumers Council Consumers Council Report.
The data is collected automatically using a focused crawler based algorithm called the lost sheep. The lost sheep checks the availability of an online service by trying to locate it. If the automatic algorithm is able to detect the service, it is marked in the matrix as available for the specific site. On the other hand, if the algorithm is not able to find any evidence of presence, the service is marked as not available in the matrix.
Note that this is not a perfect approach. The algorithm makes mistakes both by claiming that services are available when they are not (false positives), and claiming that services are not available when they in reality are online (false negatives). The algorithm uses training data to improve the quality for detecting services, which means that it is possible to input mistakes to improve the algorithm accuracy in upcoming surveys. Thus, we appreciate if you let us know discovered mistakes in the matrix both so that we can update the data in the matrix and as input to the algorithm in upcoming surveys.
