Benchmarking eGovernment services
The eGovMon project is established to create new open source tools to help improve the quality of public web sites. The 20 pilot municipalities are participating in the design and testing of the tools.
eGovMon will develop a demonstrator to show the benchmarking of indicators for accessibility, transparency, efficiency and impact of eGovernment services.
The evaluations are carried out to enable improvements of the Municipality web sites. The project will define and implement a coherent eGovernment evaluation methodology as the basis for the implementation of evaluations.
The data collection will be automated as much as possible, and supplemented by manual evaluations and surveys as needed. The collected data is stored in the eGovMon database to support further Data analysis and Simulations.
The planned outcomes to communicate with users of the project results includes a guide to evaluations and improvements, to help pave the way for practical use of the measurement results, an online checker for single page or single service evaluations, and a large scale benchmarking tool for wider comparisons across larger numbers of web sites.
Building on the eGovMon measurements and other data sources an eGovernment policy design tool will be prepared.
